How can I select variable shipping costs (rates per country) and import costs?

Question

I want to offer something for sale internationally, I’ve already selected and deselected countries under my seller account too, but the costs per country differ quite a bit. For other sellers, these are variable via an automated country selection and retrieval of rates. I don’t have this option.
I also miss the option to pay the import costs in advance, as I myself can do with other sellers.
How can I make this a reality for myself?

I have the same question. So far, I find Ebay not user-friendly in this regard. So I moved to Etsy. But still, I’d like to have more options for offering items. Have you gotten an answer by now?
