One more suggestion before passing this on.
The sellers shown are sellers from France and Poland. On those days, they each listed larger quantities of items.
Please could you check whether eBay itself caused this with incorrect category specifications in the item publishing process?

for example, on Ebay it is not allowed to sell used or defective e-bike batteries or chargers. This now leads many sellers to simply list goods as "Condition: new" and note in the description that the items are used. I have reported dozens of listings, but not a single one was removed, since they supposedly do not violate any policies. In my opinion, this waters down entire categories. Certain items are rightly banned, but especially fully functional batteries or chargers pose little danger.

Hello @bikend and thank you for your participation in our today’s Q&A! We’re taking your observation on board to discuss it with our team responsible for enforcing the eBay policies. If we receive any feedback on this, I’ll update my answer here and let you know.
Update 16.04.2026: The e-bikes in the listings you already reported via the report function are not new, so they are not permitted. However, the system is unable to recognize this because the item condition was listed as new. We have stepped in and hidden the listings.

The question right at the start:
Has eBay stopped caring about order in the categories, and can I now list things wherever I want?
Explanation:
As many of you know, I sell pulps. The pulps category is exempt from the manufacturer and EU-responsible person details. Some people are now taking advantage of that. Unfortunately, I’m not allowed to mention user names or item numbers. Is eBay not responsible for this? This is what it looks like now:
A long time ago, I already asked why “Travel guides and hiking maps” are listed there. There was no reply.
But it gets even better. These are all pulps too now (Pulps -- From 1945 -- War novels), I reported some of them, and there were no objections:

Thanks for being so attentive. We are passing this irregularity regarding the structures along to encourage an improvement.
In principle, every seller is responsible for ensuring the correct mandatory information; this also applies to the categories.
That unsuitable listings still occasionally end up in categories can happen, especially if they are not clearly recognized or assessed. However, your examples show that there may be a need for action here. We are forwarding this internally as a bundle so that both the categorization and the review of such cases can be further improved.

I have the following question.
I wanted to/listed an item today and wanted to enter the details for "manufacturer / EU responsible person" but that didn’t work.
The manufacturer of the product is based in China, Hong Kong, and Hong Kong doesn’t have postal codes, so I also can’t enter any details, and then an error message keeps appearing saying that the address data is incomplete and that I have to provide a postal code.
Then I looked further and read that you’re supposed to use a dummy postal code, but that can’t really be the point and purpose of giving information that isn’t correct or doesn’t exist.

Hello @mmstore74 and thanks for your question! At the moment, it is indeed the case that a postal code is required for the details of the manufacturer or the responsible person. In regions such as Hong Kong, where postal codes are not used, this unfortunately leads to exactly the problem you described.
We understand that entering a "placeholder" postal code is not an ideal solution and does not meet the standard for correct information. Please use a general or neutral postal code for now anyway so that you can list the offer.
I can pass your feedback on internally, but I can't promise whether a more suitable solution can still be implemented here for affected regions.
