my account was blocked because of a missing VAT ID and now the question is how long it usually takes until eBay reactivates the account?

As soon as you have added or updated your VAT ID and it has been checked & confirmed as valid - the restriction is usually lifted automatically. You can find more information on this topic in the Seller Portal - VAT in Germany.
In addition, you can also contact customer service and clarify your concern. At the end of each help page, you will also find the respective contact options for eBay.

how do I issue partial refunds when the buyer complains about an item, but we agree on a partial refund without returning the goods?

Hello @superfortuna and welcome to our Q&A session! You can arrange a partial refund either in Seller Hub Pro or in My eBay up to 90 days after the original transaction date. The partial refunds can be issued without limit as long as 100% of the order value is not exceeded. Glad you were able to reach an agreement 🙂!

·4 years agoThanks, but that no longer works if the buyer has already opened a "case". Then it’s all or nothing.

Hello @superfortuna! That's right, if trading partners can't agree in advance and eBay is brought in and asked for help because of an incorrect return, sellers no longer have the option to issue a partial refund. The case will then be handled under our Buyer Protection and we recommend that you take back the item that differs from the description.
*Addition*: If you don't want that, you can wait until the return case is closed and then a partial refund is possible again. The process was abolished because many sellers abused the system and issued incorrect refunds.
If you meet the criteria listed below, you can deduct a certain amount from the refund to the buyer to compensate for the loss in value of the item returned in used, damaged, altered, or incomplete condition.
