Dear eBay Community,
The "Offer to Buyers" feature has been switched from a Reserve-First Model to a Payment-First Model.
Previously, items were immediately reserved for buyers as soon as offers initiated by sellers were accepted. Counteroffers from buyers also led to reservation once they were accepted by sellers. The listing ended, the item was removed from search, and an order was created directly. Sellers waited for buyers to complete the payment. If the order wasn't paid, they had to cancel the order and relist the item.
With the Payment-First Model, accepting an offer no longer immediately leads to the reservation of the item or an order. Since sellers can now send offers to multiple buyers in parallel, one of the buyers must first complete the payment to trigger the purchase. Until payment is made, the item remains available to other buyers.
Buyer Experience
- Buyers are directed to checkout to complete the payment.
- The item is considered purchased only after successful payment.
- If multiple buyers have received offers or a counteroffer has been accepted, the person who completes the payment first gets the item.
Why This Change is Important
This change helps to
- reduce unpaid items, as buyers must complete the purchase process before the item is reserved,
- better align the sale with a payment-first purchasing experience,
- provide sellers with more assurance that an accepted offer will only lead to a completed transaction after payment is made.
For sellers, the most significant change is that accepting an offer they initiated no longer means the item is immediately sold. With the new model, an item is only considered sold once payment is made.
What You Need to Do
You don't need to take any further action. The Payment-First Model is applied automatically.
Sellers should, however, be aware of an important change on the "Manage Listings" page:
- After an offer from buyers is accepted or a counteroffer is accepted, sellers will see the status of their eBay listing as "Not Yet Paid" in the "Pending Payments" tab until the payment is completed.
- The listing only changes to the status "Completed" when payment is successful.
- An order is created as soon as payment is completed.
This means that you will not immediately see a sold listing via offer in the "Completed" tab.

Does this change apply to both seller-initiated and buyer-initiated offers?
No, this change only affects offers initiated by sellers. Offers initiated by buyers are not affected.
Can I send offers to multiple buyers?
Yes. But in the payment-first model, a buyer's acceptance of an offer does not reserve the item. The person who completes the payment first gets the item.
Does the payment-first model support combined shipping?
No. Currently, the payment-first model does not support discounts for combined shipping in the checkout process. Buyers purchasing multiple items do not see a combined shipping discount before payment.
What should I do if buyers purchase multiple items and I want to offer combined shipping?
Until a solution for combined shipping is available, you can use a partial refund as a transitional solution after payment is completed to adjust the shipping costs.
