Experiences with restricted purchases on eBay

Hello everyone,
I came across an interesting situation where I was shown the following error message for a Buy It Now item:
"This item can only be purchased by selected buyers. Please contact the seller to be added to the list."
The seller said no one could buy his item, so I guess the blocklist doesn't apply then. He says he must have clicked the wrong thing in the settings.

He hasn’t replied to my email saying that he can end the item at any time.
He probably won’t get in touch, so I’ll wait and see what happens, thanks a lot for the info.

Appears immediately after pressing the Buy It Now button. Does it do that for you too?
