VAT charged twice?

I bought some parts from India for Buy It Now, the prices were marked on Ebay as inclusive of VAT, but when paying VAT was charged again. That's just not OK. On Ebay I keep ending up with the AI, which answers with stupid nonsense. Can anyone maybe give me a tip?
