From the above date, do you need a new label on the offer page or in checkout? Is eBay doing something about that (in checkout), or is it the seller's responsibility?

I don’t know that (yet), but the lovely @miriam@ebay has commented on the same topic in several threads today and yesterday:
"On September 24, affected sellers will also receive an email with further information. The corresponding help page should also be available from that point on."
