Item delivered to the wrong address - no way to open a case

Hello everyone
I have the following problem: the item ( BNIB 1998 Mattel Barbie doll Shelly Tiny Steps #22226 & Jenny flower doll article number: 156797823110) was, according to tracking number LO429678647GB, sent via Royal Mail not to me in Germany but to America. The seller is not responding to messages.
I currently can’t open a case for an item not received - as it is considered delivered.
What can I do to get my money back?
