take a look here:
You can use your eBay balance for all items covered by the eBay Buyer Protection.
However, there are cases where your eBay balance is not available at checkout. For example, if:
Your account is not yet verified.
The transaction amount is higher than EUR 2,000.
You have already paid more than EUR 2,000 with eBay balance in the last 24 hours.
You have already paid more than EUR 5,000 with eBay balance in the last 30 days.
You tried too many times in a short period to complete the checkout process.
The item is not listed on ebay.de.
The currency of the payment amount is not EUR.
Note: Withheld amounts cannot be used to pay for items. More on how to get paid for sold items.
If your eBay balance is not shown as an available payment option, please choose an alternative payment method at checkout.
