Item is not arriving with the buyer, there is no tracking number, refund requested

I sold a small item via Ebay to a person from Italy. Shipping was paid for by the buyer, and the shipping label was bought through Ebay (DHL).
It was an international parcel without tracking. (Which I didn’t know while creating the listing - it was selected automatically based on the item size)
The parcel has now been lost in transit and, understandably, the buyer wants their money back.
On Ebay I can only get through to the utterly useless AI, which can’t help me with this problem.
I’ve already exchanged messages with the buyer many times, and we’re basically just waiting for Ebay to finally step in.
Do I have to refund the buyer, or who is liable in this case?
