Fraud? Seller cancels the purchase despite payment and relists the item immediately. | Members help members

Hello,4 days ago I bought a thangka ($196!) and paid immediately via PayPal. Yesterday the seller canceled the purchase "at the buyer's request" and wrote to me that he can't find the thangka right now because he's moving, and therefore canceled the purchase, that I will receive a refund, and that he will let me know immediately when he finds it again. But he put this thangka back up for sale right away! What if someone else buys it then? Is this behavior criminal? Is this fraud? The mutual messages including screenshots here on eBay prove all of this.How could the seller even cancel the purchase "at my request" without my knowledge or action?
