Reviews. I receive them, but I can also leave one

I receive, as a private seller, sometimes very nice feedback, and with positive feedback I would also like to rate the buyer positively, but for some time now I have no longer been able to do that.
I see a new rating, then, as always, go to the item number and there the option to leave feedback is no longer available. As if I had already rated, which is not the case at all.
I think that’s a shame, because in this way I leave an unpleasant impression completely unintentionally.
I can certainly rate buyers who have not rated me, but I don’t want to do that at all.
Other buyers make the effort and write really nice things, and I can no longer return the favor? Or what has changed and I just didn’t notice?

Am I understanding this correctly, that you only want to leave feedback once a buyer has left feedback for you? What if the buyer thinks the same way in reverse? Then nobody leaves feedback.
I always leave feedback for buyers right away when they have paid. Because in my opinion, they have then completed the transaction (bought and paid). This also gently reminds buyers and may encourage them to leave feedback too.

I can certainly rate buyers who haven’t rated me, but I don’t want to.

and yes, it can happen that you forgot that you had already reviewed that exact buyer earlier.

just have the list of orders displayed:
There you can see at a glance whether you’ve rated the buyer and you haven’t yet. You can also filter this list accordingly for missing ratings.
