Need help with new conditions. Everything is done, but only 10 offers are being updated

I’m done with the change to my cancellation policy for the new button for the most part (after I finally figured out hours later what was even meant, since the path for creating the new terms isn’t correct)
Anyway, the cancellation terms have been updated and saved. However, only 10 of over 300 offers were updated. Why not all of them, and how can I update them all?
Can anyone help me here?

If you made this change via the conditions, only the offers assigned to that condition will be updated.
The following offer formats are exempt from this:
Auctions that have already received a bid.
Auctions where the remaining time until the end of the offer is less than 12 hours.
Fixed-price offers that have an unanswered price suggestion.
