Decline the best offer because of complicated shipping conditions? (Canary Islands)

Hey, I’ve listed an item for Germany and the EU. The winner is from the Canary Islands, which belong to Spain and therefore to the EU, but there are special shipping conditions there. My question is: Can I refuse the sale to the winner, refund their money, and make a second offer to the second-highest bidder?
