Double VAT

Hello,DHL charged customs duties and a flat fee for expenses even though these were included in the item price. How can I claim this back from eBay? The help directs me to the chatbot and it really can't do anything with this. This is the item from China: https://www.ebay.de/itm/314493201861Thanks!

Please send us an email with the proof of payment to the address in the imprint under contractual partner.
