eBay charges VAT on an auction by a private seller from Germany | Members help members

Hello, on Sunday I placed a bid on a classic car magazine and was also awarded the auction.In the invoice, Ebay charges me as the buyer additional VAT on the bid and the shipping costs, even though the seller stated that he is a private seller and is based in Germany. When asked, the seller confirmed this again. So how is it that Ebay is charging additional VAT for this auction?
