I listed a golf set with €18.99 shipping costs. Ebay did not charge the buyer any shipping costs.
How can I cancel the purchase or contact Ebay?

It is as already written to you here by @meinehexe11 & @petersmodellbahnstuebchen. Only you can enter shipping costs when creating the offer. We can't do anything about that.
You have entered into a binding purchase contract. I therefore advise you not to cancel the purchase.

as @meinehexe11 already wrote, you’ve listed free shipping in your offer. Why would Ebay then demand the shipping costs from the buyer?
If you now cancel the sale, on what grounds? If you’re unlucky and the cancellation goes through, you’ll get a defect entry in your account and on top of that you’ll still have a legally binding purchase contract with the buyer.
Maybe the lovely @selina_b@ebay still has an idea for what you should do next, thanks Selina. 🤗

eBay can only collect shipping costs from the buyer as specified by the seller. In your case, it was free shipping. Therefore the buyer does not have to pay any shipping costs.
You have a legally binding purchase contract and can't just cancel the purchase because of a mistake you made. That's called tuition, I suppose.
