Restriction after payout.

This message has been sitting with me since last Thursday. I verified myself with my ID and entered the missing tracking numbers. The message has now been there for 5 days with the restriction and I don't understand what else I'm supposed to do. Please help clarify this, as the remaining eBay credit was deducted.
