Stock shortage due to seller – Request for a manual replacement voucher

I’m reaching out here to the forum because the phone support unfortunately couldn’t help any further (I was told on the phone that I should contact eBay and that the voucher would only be valid once, so it was gone?).
The following problem:
• I bought an item with the 20% NEUMIX voucher.
• The seller didn’t get back to me for 3 days and only admitted to me after I asked that they don’t even have the item in stock (even though the item page still shows 4 available).
• I had to open a case. According to my bank, the refund takes 5–10 business days (debit card), so the money won’t be available again until long after the promotion period has ended. The seller also only replies once a day at 4 a.m., so a quick solution doesn’t seem likely. Edit 1: I also have to wait until and whether the seller even initiates the refund, which would take another 3 days before I can involve eBay.
Because my funds are blocked through no fault of my own due to the seller’s stock discrepancies, I can no longer use the voucher offer in time. Since the error is demonstrably 100% the seller’s fault (inventory misrepresentation), I would kindly ask an eBay team member here in the forum to review this and issue a manual replacement voucher as a gesture of goodwill.

Edit 2: P.S. I want to buy the same item from another eBay seller. Unfortunately, I have to wait until the money is refunded. That most likely won’t happen until after the coupon (NEUMIX) has expired. What I really want is just to order the item from another seller. I don’t want to gain any advantage from this, but merely be able to use the lost discount for this one purchase, since the original seller didn’t have the item in stock.

It’s a real shame that your seller no longer has the offered item in stock. However, we unfortunately can’t offer you an extension of the promotional period or a replacement voucher for the issues within this transaction.
The voucher promotion is still available until August 19, 2026, and the voucher code can be used up to 10 times per person. So the promotion is still available for you at the moment.

The core problem, however, is financial: Due to the seller’s cancellation, almost €400 is currently blocked on my bank account. According to my bank, the refund takes 5–10 business days, so the money won’t be available again until after the promotion ends on August 19.
The money will therefore only be back in my account after August 19, when the promotion has already expired. I therefore won’t be able to redeem the voucher again in time for a new purchase through no fault of my own.
So I would now have to spontaneously front another €400 (around €800 in total) in order to order the tent from another seller, just because the original seller didn’t actually have the item in stock contrary to what they stated.
It surely cannot be in eBay’s interest for the buyer to have to bear the financial burden when a seller violates the stock availability guidelines. Is there really no goodwill solution for this special case?
