Refund for item not as described even if a private seller refuses?

Hello everyone, I have a question for you because I'm not on Ebay that often. I bought a shirt from a private seller that is 5 cm shorter than stated in the description. I also took a photo of it and sent it to him. He started insulting me and is refusing to take it back. I have already reported it to Ebay.
He says I should just resell it myself and cancel the return case with Ebay.
Do I still have a chance of getting my money back (I paid with Paypal) even though it's a private seller and he is refusing?

Mentor2 weeks agoOpen a return with the reason that the item is not as described, and every seller, whether business or private, must pay for the return shipping and refund it after receipt.
