how is eBay supposed to decide whether the item was actually stolen or someone just wants to harm the seller?
there would already need to be a theft report incl. photos of the clearly identifiable item submitted - in other words, there shouldn’t be a second one of that item and you should be able to prove that the item belongs to you
of course you can also always tell the police your suspicion that your stolen item is being offered here

if you can prove beyond doubt that it is stolen goods, I would first open a case with eBay and then immediately file a report for handling stolen goods at the nearest police station. This can also be done online.
