Hello, I shipped a package and the buyer received and paid for it. I don’t have access to the balance because it says, balance withheld and not yet shipped?

Did you upload the tracking number in the purchase process so that eBay can track the shipment?
If not, please do so.
If you shipped without proof of shipment, the release of the money can take up to 30 days.
