Seller refuses to refund the outstanding amount, what can I do, eBay isn't helping

I ordered sneakers from a seller in China.
Cost approx. 180 USD incl. shipping and customs.
Unfortunately, the delivery did not work as hoped.
I did not receive a delivery notification and only discovered via package tracking that the sneakers were already in Germany.
After several back-and-forths between the seller and Deutsche Post, the package was sent back to China.
Quite a few things did not work well here. I also certainly did not handle things particularly skillfully myself.
In principle, one could now say ... I could simply request the refund through Ebay within the 30 days.
Unfortunately, I was already past that. A shipment from China also takes its time.
Since I really wanted the sneakers, I tried to find an amicable solution with the seller.
I was prepared to bear the shipping costs again myself and asked for a reshipment (mind you, DHL did not leave me any proof of delivery receipt, so from my perspective I bear no fault for it).
Unfortunately, the seller is no longer responding and claims he cannot remember the transaction.
With the details I passed on, he then said the transaction was too long ago (approx. 3 months).
Ebay is not helping further, but only tells me I should contact the seller.
I cannot reclaim the payment through the bank.
I have considered hiring a lawyer ... not necessarily because of the 180 USD, but as a matter of principle.
In my view, the seller's behavior is simply brazen.
One problem with the lawyer, in my view, could be that according to the invoice the transaction went through Ebay, not the seller.
Has anyone already been in a similar situation and can help?

Without having read everything now. After 30 days, buyer protection has expired and eBay is out.
You can try to get your money back through the payment provider. PayPal has 180 days and Klarna 120 days of buyer protection.

Unfortunately, the payment went through my bank, not via a SEPA direct debit either.
So I can’t get it back through the bank.
Very frustrating.
