I sold an item, the buyer wants to return it, do I get a free return label through Ebay Plus

Why should you as the SELLER get a free return label for your buyer?If it’s a normal return, the buyer is responsible for the return shipping. If it’s a complaint, then you pay for the return shipping.And I also don’t understand how someone with over 2800 active listings can actually pass themselves off as a private seller!
