I would like to refund the buyer PARTIAL AMOUNT of their purchase price, what do I need to do?

as @meinehexe11 already wrote to you, you can arrange a refund in your orders.
The following reasons are available there:
Cancelled by seller/No longer in stock
Cancelled by buyer
Item not received
Return by buyer
Item not as described
Other adjustment
Shipping discount
With Other adjustment or Shipping discount you can trigger partial refunds.

under the purchase details you have the button more actions above under leave a review . There you should also find the option refund
I haven’t tried it myself, but a partial refund should also be possible there.
