Payment is handled through eBay; before that, you don't even get a delivery address, only once the purchase process has gone through.
At this point, you'll probably have to see privately how you can get your money back. eBay doesn't collect money on behalf of sellers; at most, you can report a non-paying buyer so they get a note on their record.
