Buyers cancel bid according to rules

I’ve been having the problem more often for the past two weeks that someone bids on my items and then, shortly before the auction ends, the bid is canceled. Every time, the bidder in question says: "wrong amount entered". Now, the eBay rules clearly state that after that you must immediately enter the correct amount, i.e. place a new/valid bid. But in none of these cases has that ever happened. So it seems like people are just doing it for fun, even though I have no idea what’s supposed to be funny about it. I therefore think these are people who want to keep all options open across various auctions and then, shortly before the end, choose the offer that maybe is five cents lower in price - and then they simply cancel the other bids.
My question: why doesn’t eBay stop these guys? Technically it should be easy for eBay to be informed immediately via the system when an offer is canceled, for example. After all, I also receive the message about it immediately by email. And then you could surely somehow check whether the person - as required - submitted a new bid within, let’s say, 2 minutes after the cancellation. And if not, you could block or warn this unreliable and dubious bidder, who doesn’t follow eBay’s rules anyway. None of that has happened so far, though. On the contrary, I can’t even message the bidders, even though their nickname is shown to me in the overview - I can only send a private message to someone via eBay if they have interacted with me in some way, whether as a buyer or through a still valid bid. So my request to eBay: get these guys. It can’t be that they’re simply allowed to lie their heads off with "wrong amount" when placing a bid, just so they can cancel the bid without having to fear any consequences. you can message any member, even if you haven't had a transaction together.

For every review profile I click on, it says top right: "Contact member"; I’ve now used your profile as an example, and it looks like this in the browser.
