eBay considers making a buyer’s bad behavior public to be “putting them on the pillory” and just doesn’t like that.
And trust me, an order cancellation because of non-payment hits a buyer much harder. If they do that more often, as already written, they’re blocked by many eBayers and, if they keep behaving like that, they’ll soon be history on eBay.

I’d be very cautious with a meaningful rating for a non-payment. That could be deleted very quickly.
As already written, cancel the purchase due to non-payment and put the buyer on your block list. If the buyer behaves like this with other eBayers too, after a short time they may no longer be able to buy from many others.

Mentor3 weeks agoThe buyer keeps getting messages from eBay with payment demands, but that doesn't get eBay involved.
And sometimes these messages are so annoying that buyers may just dig in their heels.
If you keep getting payment reminders shortly after a purchase or an auction, that can really start to get on your nerves.

Cancel the purchase after at least 4 days due to non-payment, and the non-payer gets a note on their account.
