Can I still charge shipping costs after a sale?

Hello! I sold an item and the buyer lives in Italy. In advance, when he asked whether I would also ship to Italy, I told him that shipping there costs €17.99. However, the shipping costs were not listed in the offer, and now the buyer supposedly can’t pay because it won’t work. What can I do to help the buyer, and can I still enter the shipping costs somewhere after the sale?

you didn't make any country exclusion.
After the sale, the VSK can no longer be changed.
