Summary: czevak reported a potential fraud case when buying an item, after the seller refunded 1 cent without being asked. It was suspected that the item would never arrive. The seller claimed there were technical problems at eBay and advised doing a chargeback on the credit card. nina@ebay from eBay explained the buyer protection process and advised opening the case directly through the platform. The affected listing has since been removed, and czevak can request the refund at the end of the month, but is unhappy with the seller's daily cent refunds. samantha@ebay pointed out the possibility of opening a case, although czevak is skeptical that this will lead to a resolution.

I happily bought an item at a very cheap price. Before shipping, the seller refunded me 1 cent without me asking. In their reviews I saw that they apparently use this as a scam tactic. I assume that the item will never arrive and the seller’s contact details also seem made up to me. (Item from the USA, seller address in Rotterdam)
What is the correct and safe way to proceed? I don’t want to fall into some kind of system trap. (Problems with returns without having received the item or something like that.)

I can only request a return from the seller via "Not received" and then the seller would have 3 days to reply before I could involve eBay. I doubt that would actually achieve anything. I rather think the seller will again ask to sort the whole thing out externally, which I definitely don't want.
The eBay order number is 07-14957-35599 if you can do anything with that.

However, this is the right procedure. I’ve now opened a buyer protection case for you for an item not received. Otherwise, we also have no way to intervene.
I closed the case directly as well so that you receive the refund. It should be visible to you within 48 hours.

Mentor1 week ago@czevak Hey. 🙂 I’d be happy to take a look at that. If you really don’t receive the article, you can open a request for a non-received item once the delivery date has passed. We recommend opening it through our platform and not through the payment provider so you have the full entitlement to our buyer protection.
We can’t confirm that there are currently any technical problems on our platform in this regard.

the listing has meanwhile been removed by eBay and I should then be able to apply for my full refund through the system at the end of the month (estimated delivery time expires). But until then, the seller keeps cheerfully refunding me 1 cent of the purchase price every day, which is starting to get on my nerves.
Under these circumstances, is there no way to process the return through the system earlier?

"Dear customer, due to an ongoing system disruption at eBay, our account cannot process product shipments. There is currently a widespread technical problem with the eBay platform. " Please contact your credit card provider to file a chargeback for an item not received. Once you have filed this dispute, we can process your full refund without delay. Please do not request a refund through the eBay backend. Thank you."
What do you think I should do now? (By the way, I paid via PayPal and not by credit card.)
