I am contacting you regarding an order that I paid for properly, but never received. However, I currently have no way to file a complaint or request a refund.

You're here in the public eBay forum. Nothing gets checked here.
You have 30 days of buyer protection. If the item doesn't arrive within that time, you can report an item not received. eBay will then ask the seller to confirm shipment of the goods.
If the 30 days of eBay buyer protection have expired, you can still open a buyer protection case through PayPal (if you paid with PayPal). You have 180 days to do that. If you paid with Klarna, you have 120 days of buyer protection there.

Mentor2 weeks agoYou can try to report a dispute through the payment service provider; there’s nothing more to be done with eBay.

if buyer protection at Ebay has expired, only a payment dispute with the payment service provider can still help you. But deadlines also have to be observed here, as @meinehexe11 already wrote.
Since you haven’t said so far which item it is, I unfortunately can’t make any further statements about it, as everything has already been written about it here.
