Framework conditions are completely messed up – shipping for selected countries won't unlock

I need your advice urgently, because there are a lot of pros here.
A few months ago I started with eBay and since then I’ve been selling stickers and albums. At first I restricted shipping to the EU only so I could get my head around everything in peace.
Now things are really going well and I want to open up my business for international shipping to certain countries. So I sat down and completely rebuilt my shipping cost tables, entered all the zones like Switzerland, the USA, Japan, and Australia, and saved the prices.
But guys, I’m slowly going crazy here: For three days absolutely nothing has changed on my item pages! I’ve spent what feels like hours on all kinds of settings, but it’s always the same story. When I save the conditions, the system does tell me clearly that everything was updated successfully (it also says so in the activity log), but as soon as I click on my listings, it still stubbornly says “Shipping only to EU.” All other countries automatically end up back on the exclusion list.
I’ve really tried every option I can think of - no success. Has anyone ever had this error with the tables and conditions? Is there some secret trick to untangle this system mess, or in the end is the only thing that really helps eBay support directly?
I faithfully pay for my eBay Shop subscription every month and right now it’s really frustrating because this bug is massively slowing my business down, հենց now when I want to expand.

Go to the “Shipping” section.
Select the menu with the three dots next to Shipping conditions.
Select Edit conditions or Create new conditions.
Under “International shipping”, select the option Flat rate: Same cost for all buyers.
Then choose the delivery locations (worldwide or custom), shipping services, costs, and additional delivery locations (optional).
If you want to exclude international buyers from certain countries from purchasing, select Create exclusion list.
Select Save and close.
