Shoes ordered, they weren't shipped but the money is supposed to be debited

Good day, I ordered shoes on 14/03 that were supposed to arrive by today, but since I still have no tracking information, I canceled the purchase to get my money back. However, I placed the order as a guest, so eBay neither lets me contact the seller nor can I do anything other than cancel the purchase. But the cancellation has to be confirmed by the seller first, and he is not doing that. How do I get my money back and who do I contact?
