Tracking: delivered / Buyer has not received item

I sold 1 small item, postage paid via eBay (with basic tracking) - the item arrived in the destination area and was supposed to go out for delivery the next day. In the tracking, it showed: delivered. Shortly after that, the buyer contacted me and informed me that the item still hadn't arrived. When I checked the tracking, I found the info: delivery is taking longer than planned (was not updated by the post office).
Am I also responsible as the seller? I shipped it via eBay, the item arrived in the destination region - apparently it wasn't delivered as planned.

basically, you're responsible, at least according to eBay's terms and conditions.
With basic tracking, only the destination center is scanned, not the actual delivery.
