Incomplete delivery, supplier: return at my expense

What should I do? I ordered and received a Somfy indoor camera in its original packaging. The price was reduced because the packaging was damaged/used. However, in fact the original packaging is missing the power cable and plug, so I can’t even try out the camera. After I pointed this out to the seller, they told me I have no claim. They said they had written "Without accessories." But that is not noted in my offer for such a camera, but rather in another offer of theirs with a significantly lower price that I had not ordered at all. I’m supposed to send the camera back to them, but they don’t want to provide a return label. I requested the return via eBay, but I keep getting the same response from the AI: the buyer has three days to provide the return label. What should I do?
