Sales still blocked despite successful identity verification – error e299765-1291773x
Summary: fundanker reports difficulties using their eBay seller account, as a sales restriction is still in place despite the identity check having been completed. An error code prevents creating and editing listings. perfect-sally suggests making sure the data stored with eBay matches the data at the BZSt 100%. mia@ebay confirms that the VAT identification number must be stored. fundanker has now added this, but the problem still remains. The community advises waiting for feedback from eBay staff, since phone support was unable to offer a solution.
Hello everyone,
I hope a moderator here might be able to help me or pass my case on to the relevant department at eBay.
A few days ago I set up my seller account and want to list my first items. At the moment, however, I can neither create new listings nor edit existing listings.
When finishing a listing, the following message appears:
“You are currently unable to create new listings or revise existing listings. Please resolve any open issues to continue selling.”
Displayed error code: e299765-1291773x
At first, I actually received a message from eBay saying that payouts were being withheld due to an unresolved issue and that I could temporarily not create or edit listings. In this message, I was asked to confirm my identity.
I have successfully completed this identity verification.
If I go via the “Confirm identity” button in the original eBay message today, I end up on the “Resolve problems” page. There, a green check mark explicitly shows me:
“All good, no unresolved issues.”
It also says below:
“Your listings are visible to buyers and there are no restrictions on your eBay account.”
My bank account on file for payouts has also since been successfully confirmed by eBay.
Even so, the block on listing items still remains unchanged and I continue to get the error code above.
So it looks to me as if the required verification was completed successfully and stored accordingly in the account, but the restriction for creating and editing listings may still not have been lifted in the background.
Could a moderator please take a look or have an eBay employee check this, or maybe someone has had the same problem and has a tip for the solution?
It would be especially helpful for me to know whether there is still an internal restriction or another verification step on file that is not shown to me under “Resolve problems”.
Thanks a lot for your help!

·3 weeks ago@fundanker Hey. 🙂 As I can see, you’re already in contact with our phone support. In this case, that is exactly the right way to go.
If there are still any open questions afterward, feel free to get back in touch here.
@perfect-sally Thanks a lot for the tag. 💖

OP3 weeks agoHello @mia@ebay and @perfect-sally ,
we’re going round in circles.
I opened a business account and
- verified myself with ID
- entered my VAT ID
- verified my account
- filled in all necessary details
Under "Resolve issues" it shows me that everything is in order,
- but I still can’t list any items (error message: You are currently unable to create new listings or revise existing listings. Please resolve any outstanding issues to continue selling. You can find further details in your messages.{e299837-1291773x}
- when I click on payouts under "Seller Hub", I get the following error message: Your payouts are being held. Please resolve any outstanding issues so you can receive your payouts again. You can find further details under messages.
Under messages I find: nothing!
I’d really like to solve the problem and have done the following:
checked all settings again and found no error
talked to the AI chatbot, who doesn’t understand my problem
requested a callback from a staff member, and since 13.09. I’ve been told that the account will be unlocked in three working days because something is still being checked, but no one knows what
asked for help here in the community
So far, you in the community have been the most helpful; that’s how I was at least able to add the missing VAT ID.
Your last note @perfect-sally now totally confuses me. You say: if it’s due to the data, I won’t get a clear hint from eBay.
Am I understanding this correctly: there’s some error or incorrect entry somewhere, but eBay simply won’t tell me where the actual problem is? Please don’t misunderstand me, but if that’s the case, I’m just giving up. It simply makes no sense whatsoever.
Let’s say I’m successfully selling and then at some point have a problem, but no contact person who takes me seriously and helps me - that’s a disaster.
Maybe you could make one last effort and tell me who you can contact at eBay (phone or email) to get support as a seller.
Thanks!

Mentor3 weeks agoIt’s kind of like that. Ebay isn’t responsible for the data you provided to the BZSt; it only gets a notification that the data on ebay and the data with the BZSt don’t match, if that should be the case.
Best if an ebay employee looks into it, she’ll get back here.
@nina@ebay would you be so kind? Thanks

OP3 weeks agoHello@mia@ebay and @perfect-sally ,
may I ask again whether you can possibly identify the error?
I successfully entered the VAT ID yesterday and Ebay then automatically added the business ID number to my seller account. So everything should now be in order.
However, the selling restriction with e299765-1291773x still exists.
There are no problems or open issues shown in the Ebay account, or that I can identify, and I have not received any corresponding messages from Ebay. The phone support is not helpful; unfortunately, no one there can say what is still missing.
I’m pretty much at my wit’s end, because I don’t know where the error is and so far no one has been able to tell me either.
So you are now my last hope for some information or help.
I’d be happy if you had any other idea.
Thanks for your effort and regards

Mentor3 weeks ago · EditedAs I said, the data in ebay must match the data at the BZSt 100%, and even the smallest deviation will be rejected.
Example: Your company name is listed here in the imprint. Is it listed exactly the same at the BZSt?
Any different spellings like Straße, Strasse, Str.....etc.
Everything has to match exactly.
And one more thing: if it really is due to the data, you won't get a clear indication from ebay, just a hint at most.

·3 weeks agoHello @fundanker
many thanks for your post.
In fact, I can’t see any VAT ID details that led to a query. Please check these details once more and save them.
To do this, go to My eBay under personal data:
https://www.accountsettings.ebay.de/profile and please also check https://www.bsp.ebay.de/tax/bsi
After that, there should be an automatic comparison with the details at the Federal Office.
@perfect-sally Thanks for the tag.
Kind regards

OP3 weeks ago · EditedHello @mia@ebay ,
thank you very much for the quick response.
In fact, there was no VAT ID stored in my eBay account so far. I wasn’t aware of that, since I use the small business regulation.
I’ve now checked this with the BZSt. I already have a valid German VAT ID, and I’ve now entered it under „My eBay → Personal data → Public business information → VAT identification number“. eBay successfully confirmed the addition.
Unfortunately, I can’t access the second link you mentioned under
bsp.ebay.de/tax/.... The page doesn’t seem to be available to me anymore. The selling restriction with e299765-1291773x is still in place for now. I assume that first the automatic match with the BZSt you mentioned has to take place.
Could you please check once more whether the VAT ID has now reached you, or whether the query has been triggered, or if there’s still something open that I may have missed?
Thank you very much and kind regards

Mentor3 weeks ago · EditedHello @fundanker I also think that even if the verification was successful, you won't be able to sell. I can see an EPR number listed for you, but no VAT ID. In addition, the details on eBay must match the details at the BZSt 100%.
An eBay employee can take a look at this and will get back here.
Hello @mia@ebay would you be so kind? Thanks

OP3 weeks agoHello perfect-sally,
thanks a lot for the heads-up. I use the small business regulation and therefore had assumed that no VAT ID is required.
I have since checked again in the eBay seller portal. There it actually states explicitly that small businesses also have to apply for a VAT ID and store it with eBay.
So that could actually be the cause. Still, I’d be happy to wait for a response from @mia@ebay as to whether this is specifically causing the existing selling restriction on my account.
Thanks for the crucial hint!

Mentor3 weeks agoIt probably won't cause the sales block, but you should also have received a notification about that if the VAT ID is missing. And as I said, the details in eBay must match the details at the BZSt 100%, even the smallest discrepancy will be rejected.
