The order was shipped and picked up by the buyer at the post office, and there is also corresponding proof of this in the tracking. Nevertheless, the purchase amount paid has been withheld by Ebay for over a week... what is that about!?

Since you don't sell permanently but only occasionally, you're considered a "new" seller, even if you've already been registered here for years.

Besides, where does it say that payment will be made as soon as the buyer has received the goods?

Amounts can be withheld for up to 30 days and even longer, because buyer protection lasts 30 days, and neither delivery nor even a rating changes that.
