Why were the shipping labels charged to my account? The sale was refunded and the labels were canceled.

I’ve only found this in the eBay help now:
How to cancel a shipping label
You can cancel your shipping label again within 14 days of purchase:
> Go to Sell in My eBay or to Orders in Seller Hub Pro and then to the Shipping labels option.
> Next to the label, in the More actions section, select Cancel label.
> Choose a reason and select Send request.
> You’ll see confirmation that the request was sent to the shipping service.
You’ll get your money back through the same payment option you used to pay for the shipping label.
