What should I do?
A buyer from an EU country bid on several items from me and paid shipping costs for each individual item. Since he had not requested an invoice, I never even got around to creating one. Now he wants a refund, which I can of course understand. However, I can't make payments abroad.
How do I proceed now?

Why can’t you make a payment abroad? For every item there’s a drop-down menu where you can also find the option to send a refund. And I also think that you haven’t received your money from eBay yet, so a refund shouldn’t be a problem.
