Too high ad fees?

Hello everyone,
I’ve noticed that in my sales, from my perspective systematically higher ad fees are being charged than the ad rate I set. I always set the basic ad fee to 2.0% of the total sale price. Nevertheless, the fees actually withheld at the end are above this value.
Example 1:
Selling price: €349
Shipping: €6.19
Total amount: €355.19
Calculated ad fee (2%): €7.10
Actually withheld ad fee: €8.45
That works out mathematically to approx. 2.4% of €355.19.
Example 2:
Selling price: €285
Shipping costs: €6.99
Total price: €291.99
Calculated ad fee (2%): €5.84
Actually withheld ad fee: €6.95
That also works out mathematically to approx. 2.4%.
These are only small differences of about €1 to €1.50 each time, but I’d still like to understand how these differences arise.
Can someone please explain whether there is an additional calculation basis for this?

In both cases, the legally prescribed VAT of 19% is of course added to the advertising fee. This results in the fees charged.
