Buyer is not paying and not responding
Buyer doesn't pay and turns out, after reading the POSITIVE REVIEWS, to be a fake bidder who never pays. How do I report him to eBay? Can nothing be done about this here? Why does eBay only allow positive reviews?

you go to your order/sale, and there’s a small arrow to the right of the “Leave feedback” button....click on that and then further down on “REPORT BUYER.”
Why you can only leave positive feedback? No one really understands that, I guess.
