2 items in one package -- only ruled in my favor for one item, even though the package was demonstrably delivered to the wrong address

A few days ago I had to file a buyer protection claim because two items, shipped in one package did not arrive, but according to the tracking, went somewhere completely different.
Today I got my money back for one of the items, so the decision was in my favor.
With the other one, they’re dragging their feet, even though both items were in the "same" package.
(2 items, therefore 2 cases.. even though they were shipped together in one package)
One employee writes:
I apologize for the inconvenience caused. After reviewing the case details, I have determined that the item was delivered to a different region. The seller did not provide us with valid proof of delivery. I have closed the case in your favor under buyer protection.
But the other one writes:
The seller stated in the case history that the item was delivered according to the tracking data. To verify this more closely, I have now asked the seller to send us proof of delivery within 3 days. If the seller does not do so, the case will be closed in your favor and you will receive a refund of the purchase price including the original shipping costs.
What does eBay think? That the package splits in two and half of it ends up at the correct address??
Customer service didn’t understand me because of my poor German skills!
