Crack in the record
Maybe someone still remembers this from shellac or vinyl days: A scratch on the record would make the needle jump back to the previous groove, and that part would then repeat over and over.
Specific example: While looking for FPJ-20 ink cartridges, I came across the seller Tito-Express. There I had searched for more variants. Ebay then dutifully reports "3 results", only to then show this stuff 34 times.

I entered FPJ20 and found this seller too - so what now?
- Yes, he has listed them very often - always with a different device name.
- Yes, that’s annoying - but also kind of smart, because many buyers specifically search for their device.
- Yes, that’s somewhat questionable when it comes to listing the same item multiple times.
- No, I don’t think eBay will change anything about that.
You can report each individual item if you have the time and feel like it and if it gets you anything!
I think there are more urgent problems - the many quasi-commercial sellers, for example!
