Payouts are being withheld even though the goods have arrived

Again and again, payouts from eBay are withheld even though the shipment has demonstrably arrived.
For example, order 08-14866-44563 has arrived, the buyer left positive feedback, and the amount was released.
Order 24-14856-90880 was sent in the same package, the buyer also left positive feedback here, but the item has the status "amount withheld - not yet delivered". That is incomprehensible to me.
The same goes for shipping by letter: when are the amounts released? Unfortunately, all of this takes a very long time, way too long...

·3 weeks agoYou only have 3 recent ratings as a seller and are being listed as a new seller.
And depending on the item, the so-called risk management kicks in and the money is withheld at first. Ratings as confirmation of receipt are not accepted, just as messages are not.
You need end-to-end tracking and proof of delivery in order to receive payouts promptly after selling for some time. And how would eBay know that you shipped 2 or more sales in one package? Was the tracking number entered for both items?
