Despite bank login, still this 1 cent nonsense

Why does the user actually enter highly sensitive data for account access if eBay then still decides to transfer 1 cent?
And then the mockery with 48 hours, only to come along with 1 week right after those 48 hours are up (exactly to the minute)?

To transfer and debit 1 cent, the name and the IBAN are enough; you don't need any highly sensitive data for that!
What kind of scam is this to grab data?
And don't come at me now with T&Cs blah blah
This grabbing of bank data (login) is an outrage!
For that, I will definitely write to the data protection officer.
Unbelievable, for a change of bank details.

When changing bank details, for security and regulatory reasons it may be necessary to additionally confirm the details or the person behind the account. Depending on the individual case, the verification process can therefore vary.
