Seller not sending item!!! And not responding to e-mails.

I ve got some problem with the seller from Germany. Two weeks ago i won auction. Seller asked me to send money directly to hes bank account. He said, that he send item as soonest money will be at hes account. i send money, and seller confirmed, that money is recived, but he is not sent me anything. First, he didnt respond to my messages, then he replyed saying he don't have time to send. Its two weeks passed, he didnt respond to my messages, he totaly ignore me.  Shoud i have to call German police or contact my bank, telling, that i was victim of fraud?
