Commercial Seller fees

Hello,

I am registered as a commercial seller without an eBay Shop subscription.
I recently sold some desktop computers.

I was charged with 11% commision on that.
Should't I be charged 6.5% for that or I should get a shop subscription for that?

Let me know what you think.
Tried contacting eBay support directly but only gave me a call option but I live outside Germany and my country was not in the list.

The fees for sales will not change with a shop subscription.
