Einfuhrabgaben - WHY!!!???

Prise 40 USD, versand 18.30 usd, einfuhrabgaben USD 16.70

I want to order this product at around 40 USD, to Denmark or to Sweden. Above is shown for Sweden, where the import-limit is SEK 1500, hence much lower than 40 USD - and I do not trust ebay to actually pay import duties, but instead hide them in tax heavens!! I will pay any charges myself. How can I skip this einfuhtabgaben, or should I use something else than ebay, which hasnt been updated since the 90's ?
