Item not received - paid by bank transfer

I purchased an item on ebay.de and paid it on 23 March by bank transfer as it was the only way of payment in the listing.

The seller initially said he was called to work in another city so he hadn't had the the time to send it (I am from Romania). Then he stopped answering to my messages.

I opened an ebay request a few weeks ago but I am informed that I'm outside the Ebay buyer protection because the payment was made by bank transfer. I only get automatic messages that the request will be closed, while the only possible action is to keep writing messages to the seller that doesn't respond.

This is an odd situation, it seems that actions must be made outside ebay platform, as they can't help. Is there a standard procedure to report this case to the police? I have the name and the IBAN bank account of the seller, should I contact the German police or another institution?

It is unfortunate that with bank transfer ebay does not help.

You have to file a complaint against the account holder who has your money. Do you have the name and address of the seller on the purchase or paid mail by chance and is the name identical with the account holder?

Give the police a copy of everything you have so law enforcement can investigate.
