Promised Refund 100% actual refund only 4.2%

Hi Ebay Community

I had a misfortune on Ebay. Something I ordered for 107 $ didn't arrive. Whether it was ever sent I cannot reproduce. After weeks of evaluation Ebay announced I would be getting a full refund and the refund process would take up to 48 hours. A few seconds later I was refunded 4.51$ which corrisponds to actually 4.2% of the original amount. There is no way to communicate with Ebay on this closed case, nor is it possible to reply to that matter in any way other then write here, which I actually don't think its an ideal place to discuss this matter. I have no idea what this kind of refund should represent. Is that Ebay refunding me or is it the seller?

I have a very bad feeling about this. Maybe I am also mistaken or haven't understood how this works.

If anyone can give me a hint?
